“Ruffy” Biazon expressed optimism that the measures that would add more teeth to the Human Security Act of 2007 and preempt terrorist acts would hurdle the 18th Congress.The senior vice chairman of the House Committee on National Defense and Security, who chaired the Technical Working Group on the proposed amendments to the Republic Act 9372 in the previous 17th Congress, said there will be “enough time” to deliberate on the measures.

He maintained that the intention of the proposed amendments to the Human Security Act is “to make the world of terrorists smaller.” He assured that safeguards will be put in place to ensure that there will be no violations against human rights and it will not be used as a tool to persecute the opposition.

“Our anti-terrorism agencies realized that one of the best ways to hunt for terrorists is to follow their money,” Romero pointed out.
