Speaker Ferdinand Martin Romualdez said House Bill 10158, which was passed before the plenary on Wednesday, seeks to establish the Manila Bay Aquatic Resources Management Council that would 'manage, control, and supervise all plans, programs, and initiatives to conserve the waters and fishery resources' of Manila Bay .At least 185 voted in the affirmative and three against it.
The bill would amend Section 16, Article 1 of Republic Act 8550, or the Fisheries Code of 1998, which would exclude the provinces, cities and municipalities bordering the coastal waters of the Manila Bay area from the jurisdiction of municipal and city governments.The proposed MBARMC will be composed of the secretaries of Agriculture; Environment and Natural Resources; Interior and Local Government; Human Settlements and Urban Development; Health; Public Works and Highways, and Justice.
