Adopted n November 4, HJR 19 is now set for adoption in the Senate but reconsideration of its House approval will stop the senators from acting on the legislative measure. The 2019 allocation was supposed to be reverted to the Bureau of Treasury if unspent during the year.Ungab said the Senate had been advised to amend the resolution into a bill in order to avoid the legal technicality that might invalidate the resolution.
