Voting 199 affirmative and 0 negative, the House of Representatives Monday unanimously adopted House Joint Resolution 19 extending the validity of the 2019 General Appropriations Act, thus authorized government to spend the allocated for maintenance and other operating expenses .
The resolution will amend Section 65 of the General Appropriations Act of Fiscal Year 2019, which provides that all appropriations shall be available for release and obligation until December 31, 2019. Authors of HJR 19 said there are appropriations in the 2019 national budget that have not been released during the year.
House Committee on Appropriations Senior Vice Chairman Joey Salceda of Albay said the extension of the 2019 national budget is needed as the budget delay resulted in a 5-month implementation gap for projects.
