Police Lt. Gen. Guillermo Lorenzo Eleazar, commander of Joint Task Force COVID Shield, said the help desks will facilitate and expedite the processing of the travel authority documents of locally stranded individuals in various parts of the country, particularly in Metro Manila and other urban areas where the LSIs are mostly workers and students.
Once the medical health clearance is secured, the LSIs could either submit it to the barangay captain of the barangay where they were stranded, or to the police. “Generally, the LGU destination cannot deny the entry of the LSIs, but for courtesy and preparation, coordination must be done. The LGU can only delay an LSI’s entry with reasonable grounds, such as unmanageable entry,” Eleazar said.
But with the setting up of help desks, Eleazar said all the processing of the travel authority, regardless of the point of origin and destination, can now be done at the police station which has jurisdiction over the area where a person is stranded.
