Justice Secretary Menardo I. Guevarra on Sunday, July 26, rebutted as “not fair” accusations by the Commission on Human Rights (CHR) that the Department of Justice (DOJ) has not been transparent on the conditions inside the jail facilities of the Bureau of Corrections (BuCor).

Guevarra said “the DOJ has been trying to uncover strange things happening at the BuCor that is why it has ordered the NBI to step in.”

Under the law, the DOJ exercises supervision over the BuCor but has no direct control over the agency’s operations. Last week, Guevarra directed the NBI to look into the deaths of nine high-profile PDLs, including the death of Jaybee Nino Sebastian, one of the co-accused of detained Sen. Leila de Lima in illegal drugs case pending before the Muntinlupa City regional trial court .
