Justice Secretary Menardo Guevarra expressed confidence that the Supreme Court (SC) will uphold the legality of the revised implementing rules and regulations (IRR) of the good conduct and time allowance (GCTA) law which takes effect Friday, October 4.

Recently, the SC asked the Department of Justice and Department of Interior and Local Government to comment on the petition challenging the legality of the revised IRR.

“We are confident that the Supreme Court will sustain our reading of the GCTA law, as reflected in the revised IRR that takes effect today,” he said.The DOJ and DILG revised the IRR of Republic Act 10592 to remove provisions that tended to cause confusion as to who could benefit from the law, among others.

The revised IRR indicated, among others, that recidivists, habitual delinquents, escapees and those convicted of heinous crimes were unqualified to benefit from the law.
