Police identified the fatality as Ruth Majesca Delector Tulang, 30, and who works at the office of the vice mayor.
She was reportedly driving her motorcycle along Quezon Boulevard when a sudden downpour may have obscured her vision.Police have yet to confirm if Tulang was under the influence of liquor at the time of the accident.
