THE Philippine government is in a bind. Its current transparency strategy has effectively exposed to the world Communist China's series of illegal and atrocious actions in the Philippines' exclusive economic zone that seriously threaten peace and security in the Asia-Pacific. But it is not ready to invoke its 1951 Mutual Defense Treaty with the United States.
Engaging in non-kinetic operations is arguably the most workable solution today, which, by no means, should not be confused with surrendering or reneging from the obligation to protect and defend our sovereignty and the integrity of our territory. Although we will not pick a fight, we have to draw the line. And the rules of engagement for our soldiers should be clear and unmistakable: defend yourselves and your position when attacked.
