Cebu Gov. Gwen Garcia is standing by her decision to stop the culling of pigs in African Swine Fever (ASF)-affected barangays in Carcar City, southern Cebu.

The Department of Agriculture has issued a policy that pigs within the 500-meter radius of areas affected by ASF must be culled – a policy described by Garcia as ‘nonsensical.’

Citing public advisory by the Department of Health-Central Visayas stating that ASF does not pose threats to human health, the governor said breeders should be given a chance to sell their hogs instead of culling them right away. The governor has already issued a memorandum to Carcar Mayor Patricio Barcenas to “immediately stop” culling of pigs within 500-meter radius of ASF-hit areas. The governor said further tests must be conducted to determine if what is affecting Carcar is ASF or just classical swine cholera.

Garcia said the province is already formulating a plan that will include tasking barangay officials to closely monitor the operation of backyard hog raisers.“Biosecurity and strict reporting is important. Listings of deaths must be given. We have to trace back what caused the deaths,” Garcia said."I will be meeting with the mayors so that, among others, we will be discussing this. So that there is a logical, well-studied, and well-analyzed direction in dealing with this,” Garcia said.

Isn't that the same theory as lockdowns to prevent the spread of covid? These backyard pig farmers won't or can't afford to test their pigs. If a pig looks sick they will kill it immediately and offer it for sale. That's reality.

Imagine if we have this kind of mentality sa karamihan sa fed states tapos we need a common policy to secure the country wala na tapos na tayo. Gaya ng lagi ko na argumento sa federal set up tiyak mag kanya kanya ang pinas just like the old days when the Spanish has yet arrived
