— President Rodrigo Duterte has vetoed the proposed measure against labor contracting, Presidential Spokesperson Sal Panelo confirmed Thursday.Earlier, Panelo said Duterte may opt to veto the bill for amendments, upon the call of economic officials.
The National Economic and Development Authority on Tuesday said it submitted recommendations and adjustments for the security of tenure bill, which requires businesses to directly hire employees and effectively prohibits the practice of outsourcing workers through manpower agencies. The bill requires companies to absorb or regularize workers. It also states that all employees, except those on probationary status, will be treated like regular, including project and seasonal employees, entitling them to benefits received by regular workers.
Socioeconomic Planning Secretary Ernesto Pernia noted that"we have to be sure that the law benefits not only workers but also the employers." Several business groups and firms feared the measure, which Duterte had certified as urgent as early as September 2018, will dampen overall economic activity in the country. Labor groups, on the other hand, urged Duterte to make true his vow to end all forms of illegal contractualization or"endo."
Anywhere in the world, there's no such thing as security of tenure. That's why education and upgrade is important. Pres Duterte is just being realistic. Definitely not a popular decision but a very brave move.
