Duterte threatens economic sabotage raps vs senators, water firms over ‘onerous’ deals

Duterte lamented at length the concession agreements with water companies, railing against the Ayala family and Manny Pangilinan after Manila Water scored an arbitral ruling which would see the government pay it backManila Water is a subsidiary of Ayala Corporation, while Pangilinan's Metro Pacific Investments Corporation has a stake in west zone concessionaire Maynilad Water Services Inc.

Duterte added, however, that he has asked Finance Secretary Carlos Dominguez III and Solicitor General Jose Calida to craft new concession agreements with water companies.[Give it to them.] This is the amended contract. Accept it or nothing to it,” Duterte said. The supposedly onerous provisions in the concession deals were cited by a tribunal backed by the Permanent Court of Arbitration which demanded the Philippine government to pay Manila Water over rejected rate hikes back in 2015.

The ruling came almost three years after the PCA ruled on a similar case filed by Maynilad. The court has ordered the state to reimburse ₱3.4 billion for Maynilad's losses from March 2015 to August 2016.
