President Duterte warned Commission on Audit Chairman Michael Aguinaldo that failure on his part to lead an audit of the Philippine Red Cross would constitute a violation not only the Anti-Graft and Corrupt Practices Act, but of the Constitution itself.This, after Duterte got wind of alleged “hesitancy” from Aguinaldo to carry out an audit of the international aid organization.
The OSG basically acts as the “lawyer” of the Republic of the Philippines. The PRC is chaired by Senator Richard Gordon–Duterte’s“Now..there seems to be a hesitancy? Parang nag-hesitate si …well, again, that is a mandate of the Constitution even,” Duterte, a lawyer, said. “That is an omission, and that omission comes from the non-observance of a provision in the Constitution,” added Duterte.
Duterte previously said that this mandate covers subsidy or equity directly or indirectly received from or through the government.

Duterte in panic mode so he is doing a massive counter attack to preserve his almost eroded integrity.
And Duterte is still trying to force what he wants even after the COA declared that it has no jurisdiction over the PRC. That might not have been the case if Duterte actually had ANY evidence to back his allegations but all he has is his claim. Just mere gossip, so to speak.

COA allowed itself to be used by the oppositions in the Senate regarding the alleged overpriced PPEs, face mask/shield by prematurely disclosing the audit report. Now it cannot do its mandated job in conducting a special audit on government donations to ph red Cross.
