Senate Minority Leader Franklin M. Drilon emphasized on Monday the necessity of filing a bill that seeks to restructure the country’s convoluted jail system.If enacted into law, there will henceforth be a national jail system under the Bureau of Corrections and the local jail system under the Bureau of Jail Management and Penology .

Drilon raised his eyebrows when Isral testified that there are some provincial governments that do not want to turn over prisoners to the BJMP although such transfers would reduce their financial burden.The issue of jail congestion at the country’s jails was raised by Drilon following the controversial releases of convicts serving stiff prison terms for heinous crimes but were released because of the misapplication of the Good Conduct Time Allowance law.

This, according to Año, is a remarkable decrease from 2017’s 600 percent under the BJMP but this does not include the provincial jails.When asked by Angara, Iral said that BJMP released 58,000 convicts sentenced for light offenses since 2014 while BuCor released 22,000 convicts serving time for heinous crimes since 2014.
