12, the University of the Philippines Council to wait for the outcome of the ongoing negotiations for the revival of abrogated 1989 UP-DND agreement.The advice was in reaction to the statement issued by the UP Council which seeks the revival of the agreement which requires the military to seek permission from UP authorities before they could conduct operations in any of its campuses.

DND spokesperson Arsenio Andolong said Secretary Delfin Lorenzana and UP President Danilo Concepcion have already started their dialogue and have both agreed to continue their discussion to address the issue. “Both parties have agreed to sit down again to further express their positions on the issue, and possibly come up with an acceptable deal that would balance legal considerations and moral obligations,” said Andolong.

Lorenzana and Concepcion met last week to discuss the agreement which was unilaterally cancelled by the DND. The reason cited by Lorenzana was that UP has been a recruitment ground for communist rebels. The UP community, however, denied allegations that it is advocating or supporting the communist rebels, saying the all ideologies are being discussed in the school as part of the academic discussion.“We find this appeal to be untimely and surprising since the UP President himself has saidBoth Lorenzana and Concepcion agreed to create a Technical Working Group composed of representatives from DND and UP to come up with recommendations to improve the relationship between the two.
