Last Friday, Dec. 24, the DBM released P1 billion to local governments of Odette-hit provinces as a first of many financing assistance for their recovery. She explained that at the moment, the calamity fund has yet to be tapped, given the bureaucracy that recipients need to go through just to activate it.

She said Duterte may veto one line item under the 2022 budget transmitted by Congress, although she did not specify what department, program or project that is. As of 6 a.m. on Monday, Dumlao said the DSWD counted 1,185 evacuation centers around 10 regions that were hit hard by Odette. As of 6 p.m. last Sunday, 61,581 farmers and fishermen in Calabarzon , Bicol, Western Visayas, Central Visayas, Eastern Visayas, Zamboanga Peninsula, Northern Mindanao, Davao, Soccsksargen and Caraga regions were affected.“Affected commodities include rice, corn, high value crops, livestock and fisheries. Damage has also been incurred in agricultural infrastructures, machineries and equipment,” the DA-DRRMOC said.

Some 5,040 hectares of corn were also damaged, with a volume loss of 10,814 MT valued at P186.2 million. The agency said it would provide at least P2.6 billion worth of readily available assistance to farmers and fishers affected. At a briefing on Monday, the National Electrification Administration said estimated cost of damage increased to P1.85 billion as of Dec. 26. The figure was totaled from reports of 23 electric cooperatives out of 74 power coops affected by the recent typhoon.

Meanwhile, it has restored transmission facilities going to BLCI last Dec. 24 and is now ready for energization once power generation facilities are ready to provide supply.
