Estrella said this after President Marcos signed on July 7, 2023,In an interview in Malacañang, the Agrarian Reform chief said that the new law was not "unfair" to what he called "prompt payers" because of how different the situation was years ago.
"Noong araw mas madaling magbayad ang ating magsasaka dahil kumukita sila. Ngayon, maraming mga nangyari na developments dito sa ating bansa at sa buong mundo ," he said. "Nagmahalan ang mga farm machineries, equipment, and other inputs — sa buong mundo ito — kaya humirap ang buhay ng ating magsasaka. Nagkaroon pa ng pandemic ," he added."Meron ding inilalaan ang administrasyon para sa mga prompt payers— katulad ng mas maraming support services ," he said.The new law condones all the unpaid amortizations of the principal debt, including any interest and surcharges incurred by the ARBs.
According to the President, P57.56 billion of unpaid principal debt will be condoned to benefit 610,054 ARBs tilling 1.173 million hectares of land.
