Partikular na isinasaad sa Section 5 ng circular na ang “transportasyon ay kailangan ibigay ng LGU para sa mga nangangailangan ng pangunahing serbisyo gaya nang pagdadala ng may sakit sa ospital o klinika.” Kailangan din tugunan ng LGU ang transportasyon ng mga tao na stranded sa pamamagitan ng pakikipagkoordinasyon sa iba pang LGU para maihatid sa kanyang patutunguhan ang na-stranded.
