The Consolacion police identified the suspects as William Valiente and his live-in partner Brigilda Dacua. Police said the couple admitted that they were under the influence of illegal drugs when the alleged abuse took place around 11 p.m. on Friday. Police said the man’s younger sister reported to the police that the couple took turns beating up the child.The Consolacion police said Valiente was arrested at the Carbon Public Market following an aggressive and continuous hot pursuit operation’ on Monday, Sept. 26.Police investigation showed that the couple got irritated when the child cried asking for milk.
