Cardholders are also granted value-added tax exemption and a five percent discount on basic necessities and prime commodities said Yap.
Abuse really exists. There must be clear guidelines what conditions a person could be considered a PWD. Doctors who abuse this for a FEE or FAVOR must be severely sanctioned.
