THE Department of Education (DepEd), through the guidelines implementing the Brigada Eskwela issued pursuant to Department Administrative Order 21, Series of 2023, has ordered that 'schools shall ensure that school grounds, classrooms and all its walls, and other school facilities are clean and free from unnecessary artwork, decorations, tarpaulins, and posters at all times.' Specific for classrooms, it further ordered that 'classroom walls shall remain bare and devoid of posters, decorations or other posted materials.'

It is clear from this that while school grounds and other facilities may still contain artwork, decorations, tarpaulins and posters that are necessary, the ban on posters, decorations and posted materials is absolute when it comes to classroom walls. There is nothing to be misconstrued in the phrase 'shall remain bare' in relation to classroom walls.

She would not have missed being confronted by images of classrooms in Vietnam, Thailand, Indonesia, India, Australia, Canada, the United States, Japan and the United Kingdom where what she considered dirt and clutter surround students as they learn. Even countries known for rigid educational policies, like China or Singapore, have their children learn in classrooms with walls that are not bare, like Duterte wants them to be.
