New regulations on Wednesday stipulate that suspects can be held for up to 60 days without trial.The order, which will take effect in June, coincides with the arrival of a group of civilians and fishermen from the Philippines at Scarborough Shoal, a disputed territory in the South China Sea.

China's Foreign Affairs Ministry spokesman Wang Wenbin also warned that the Philippines would solely bear the consequences if it abused China's supposed goodwill. This statement has drawn criticism from international human rights organizations, who argue that the new regulations could be used to suppress dissent and violate human rights.In a press briefing, Wang stressed that Huangyan Dao or Bajo de Masinloc has always been China's territory.
