MANILA, Philippines: Quezon City Mayor Maria Josefina 'Joy' Belmonte assured that a City Hall official arrested by lawmen for 'extortion' would be punished even after the victim withdrew his complaint.

A police report showed that Avila allegedly asked for an initial P1.5 million for the processing of the building permit, business permit, zoning, and certificate of exemption, for the warehouse of his pet food business.The businessman claimed to have deposited the amount to the account of Avila's wife but the suspect again demanded P1.1 million on Oct. 22, 2022. The victim again gave in to the demand but received no document from Avila, who stopped communicating with him.
