COTABATO CITY - The Bangsamoro parliament has approved the first budget of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) worth P65.6-billion for next year in what regional officials described as their bold springboard for full autonomous operations expected to end decades of intermittent strife and high poverty in Muslim Mindanao.

The information bureau did not name the dissenting members and those who abstained. But a Facebook post from a cabinet insider named the dissenting member as Alzad Sattar of the defunct regional education department, who had reportedly failed to bargain for a P150-million budget for Madrasah operations.

Congress enacted the BARMM Organic Law in July last year as a legal translation of the provisions of the two major peace accords forged in 2013 and 2014 by Malacanang and the Moro Islamic Liberation Front , which Ebrahim heads as central committee chairman. The BARMM government is currently spending mainly the P32-billion appropriated by Congress in 2018 supposedly for the Autonomous Region in Muslim Mindanao . ARMM was officially abolished and replaced by BARMM upon the ratification of the new region’s charter last January plebiscite.
