Philippine Coast Guard vessels patrol the Ayungin Shoal, where the decaying BRP Sierra Madre has been stuck. The ship serves as the Philippines' military outpost within its exclusive economic zone in the West Philippine Sea.

“The very presence of that ship there asserts Philippine sovereignty over that area. When we left it there 25 years ago, it was old but it was in working condition and it was habitable. But it has to be maintained to keep it from falling apart,” he noted. He pointed out that the existence of such a high-level advisory body reassures the commercial shipping sector that the government is willing to exhaust all means at its disposal to protect their crew and vessels from hostile elements within internationally recognized Philippine territorial waters.
