Unfortunately, not all professors have the luxury of being employed in higher education institutions that offer tenure-track positions.A substantial number are hired with part-time or contractual appointments that render them vulnerable, with their job security being held hostage not only by the number of enrollments but also by the power and authority of their academic unit administrators.

Implied in this policy is the provision that a faculty cannot be denied promotion or tenure on the mere basis of unwritten complaints or even written ones where no investigation has been conducted. I have argued that complaints filed in a manner that is timed with the application for promotion or tenure of a faculty cannot be used as a reason to hold in abeyance a promotion or tenure application, simply based on the principle of presumption of innocence and regularity.
