“Without prejudice to the facts of the cases you have mentioned, I want you to understand that there are different levels of supervision.
“In policing, there are different levels of actions, supervision, till you get a fine touch and that is how we work. Also people should occasionally give the police a benefit of the doubt. “Complainants whose rights have been infringed upon are enjoined to take advantage of the different levels of supervision and, whenever they feel that a case has not been properly handled at a certain level, they should be bold enough to go to the next level of supervision and seek correction. For instance, in medical practice, we have the primary, secondary and tertiary healthcare.
“Secondly, you must understand that the police work under difficult situations. Lots of these police stations are under-funded. Most of them don’t have all they need to carry out investigations and make their work easy. And we don’t have enough forensic laboratories, vehicles, crime scene investigation kits, yet we labour day and night, sometimes mechanically so that we arrive at solutions that can stand the test of the law; it is not an easy process.
“The reason we have different levels of investigation is to ensure that each time there is a mistake at a level, it is corrected at the other level. That is the reason that when a case is being handled at the division level and the complaint believes investigation has not been through, it can be moved from the area command, state criminal investigation and intelligence department or state headquarters. “These layers of investigation have different level of supervision”.
