“Suleiman said that there was a rationalization of local staff and their conversion to contract workers as a cost-saving measure to reduce personnel cost and avoid huge terminal benefits. The approval of the scheme, according to him, will provide health insurance facilities for officers in the missions at an affordable cost.

A country with people on the ground is more likely to get a more accurate assessment of local opportunities, risks and developments.
