Even those that have their voter's cards have been disenfranchised by soldiers, malfunction reader or thugs.

Logistics is a major issue with INEC. Many Nigerians wasted countless hours trying to collect PCVs. More than 13% of registered voters will not be able to vote not “due to failure to collect,” but due to INEC inability to deliver PVCs. We need a mail delivery system that works.

Include those with multiple registration?

It's not the failure of voters to collect their PVC but the refusal of INEC officials to give us the PVCs.

For some of us, it's because of hoarding by unscrupulous officials . NigeriaDecides2019
