As long as the dominant group is APC remains Fulani, it will never restructure, agree to state Police or true Federation. They (Fulani) dread these things.

APC is a liar & a fraud. An evil con artist that rashly made jam-tomorrow promises in its 419-constitution & campaigns, to dupe citizens into voting it to power. APC is worse than Abacha, PDP, & Yahoo Yahoo, combined!

They should not give any promises again. They should just enjoy their tenure.
