But just as May Day was born in the quite bloody circumstances of the 1886 state murder of American labour leaders, so was ILO born in the bloody peace treaty of the First World War; a war with 40 million casualties, including 19 million deaths.

On May 10, 1944, the Declaration of Philadelphia was made as an annex to the ILO Constitution. It emphasized the centrality of human rights to social policy and the need for international economic planning.
