WITH the 2023 general elections just eight months away, the inability of the Independent National Electoral Commission to conduct a seamless voter registration exercise across the country is distressing. Apart from being unable to register due to various logistics issues, many Nigerians are also having difficulties in collecting their Permanent Voter Cards. Surely, INEC can do better. It should tidy up its processes to ensure smooth polling in the coming election cycle.

INEC had announced that it was ending the Continuous Voter Registration on June 30 to the chagrin of Nigerians who were still struggling to register or obtain their PVCs. The transition to online registration, which was meant to reduce crowding at registration centres, seems to have failed to fulfil its objectives. Prospective registrants face unnecessary bottlenecks, delays and frustration to complete the capture of their biometric data at designated registration centres.

Under the United Nations Universal Declaration of Human Rights, Article 21 emphasises the right of every citizen “to take part in the government of his country, directly or through freely chosen representatives.” Without this right, adds the Council of Europe, there can be no free and fair elections and the legitimacy of the executive and legislative bodies are brought to question.

INEC stated that it registered 10.48 million new voters in the ongoing exercise, which kicked off in June 2021, but the challenge is to provide the PVCs without the characteristic delays.
