The General Manager of the Lagos State Materials Testing Laboratory, Olufunsho Elulade, speaks with ALEXANDER OKERE about the agency’s operations, what it is doing to improve structural standards in public and private building construction sector and prevent building collapse

But having said that, the vision of the agency is to prevent building collapse. And of course, the mission is to create a system that will make that achievable by collaborating with all the stakeholders mentioned earlier. We also work with the Standards Organisation of Nigeria.

We have field officers and they go about looking for where construction is ongoing and they serve a test notice to the contractor or owner telling them what they need to do. They tell them to conduct a test because if they want to cast any structural member, the ideal thing is for them to call us so we could go there and do a slump test whereby we do a trial mix, put it in the slump and conduct the test to see whether the workability of the concrete is good enough.
