If Kano government was a serious one, they should have known the cause of the deaths by now. But instead, the were denying the deaths and later talking about verbal autopsy.

I thought they have done several 'oral autopsies',the government officials should investigate from those autopsies.
KanostateNg Autopsy in Islam is permissible for forensic purposes i.e. to determine criminal case or epidemic question to preserve life etc. While the deaths are ongoing fresh bodies are available without need for exhumation.
How can you conduct autopsy while all the cadeba was been buried.
