“An additional N20, 000 will be paid daily and if the cows are not taken away from the quarantine centre after seven days, they will be auctioned. What kind of law arrests cows and leaving the herders? In Benue, cows were arrested and released on payment of fines by the owners, so the cows break the law not the herders? The law is a mere public propaganda, been used to cover non performance
