One of the major reasons it seems not to be working at least to a large extent is because the major players seem not to have found a way to curb the excesses of their followers who always go gung-ho just to impress their principals and they often times overstep their boundaries.
Both Asiwaju Bola Ahmed Tinubu of the All Progressive Congress, Waziri Adamawa Atiku Abubakar of the People’s Democratic Party and Peter Gregory Obi of the Labour party, amongst a host of others must go beyond just signing the peace pact but intentionally educate their followers who are tumultuous to say the least of the need to be well cultured and disciplined even in their quest to making sure their parties come out tops in the forthcoming elections so as not to breach the peace this pact was...
They should be made aware of the fact that any action from any of the parties that bring about chaos and hurly-burly would be unacceptable and can cause their party to be expunged from the process and that would serve as a deterrent to others and would have sent some hard messages to everyone connected to the parties who would have been planning anti-peace activities to desist or face the music.
