Flags have been lowered to half-staff at many federal and public buildings across the country in honor of former President Jimmy Carter, who died Dec. 29.'s inauguration next week, despite a White House proclamation that U.S.
flag code which states that flags shouldn’t be hoisted to full height following a president’s death. The proclamation lasts for 30 days and applies to flags at the White House and many federal and public buildings throughout the U.S.Sign up for NBC New York's News Headlines newsletter."Nobody wants to see this, and no American can be happy about it.
