Flags have been lowered to half-staff at many federal and public buildings across the country in honor of former President Jimmy Carter, who died Dec. 29.'s inauguration next week, despite a White House proclamation that U.S.
29, the day Carter died at age 100, in keeping with U.S. flag code which states that flags shouldn’t be hoisted to full height following a president’s death.
