The April payment will mark the second of three payments this program will provide to recipients via their debit cards. The first payment was issued on March 15, and the last one is planned for May. For an applicant to be selected for this program, they had to have been a resident of Chelsea with a household income 30% less than the area median. For a household of one, that would be $29,450, and for a household of two, it would be $33,650. The income limit increases slightly for each additional person in a household.This three-month program issues payments to recipients on the 15th of each month.
