Steelton Borough Council voted unanimously to end its long-standing contract with Community Networking Resources (CNR), a political consulting firm headed by Mike Musser II. While the council eagerly moved to terminate the contract, which dates back to 2008 and paid CNR $4,000 per month, there was little discussion about the reasons behind the decision. A proposed forensic audit of the borough's finances was tabled due to objections from one council member.

But it stopped short of launching a forensic audit into the borough’s finances after the objections of one council member.

The rest of council eagerly spoke over one another to make the motion, and councilmember Julianna Paioletti celebrated the vote during comments at the end of the meeting. The contract, which dates back to 2008, initially paid Community Networking Resources $2,000 a month until it was amended in 2009 to pay the company $4,000 — or $24,000 and $48,000 a year, respectively. It auto-renews every year.

A request for proposal, or RFP, is a system that allows municipalities to request bids from different companies on a project. This allows competition for the best deal. “We’ve asked and asked and asked, what needs done?” Segina argued, saying that nobody has put forward a list of accounts, grants or years the borough needs to have audited.

Councilmember Willie Slade sided with Segina, saying council should be “very careful” when spending taxpayer money. The motion has been tabled until the Jan. 21, 2025, meeting to allow the borough’s finance committee to discuss the matter at its Jan. 16 meeting. Dent cited “outdated and continual” contracts — namely, the consulting contracts with CNR. She also referred to contracts with McNees, Wallace & Nurick,Musser, a well-connected politico who got his start as secretary-treasurer of Steelton Borough, was named president of McNees Government Relations when the newly consolidated brand launched in October.
