District Judge Richard D. Olasz Jr. imposed the penalty against Moonbeam last month after the company neglected to repair code violations including unsafe structures, rampant weed growth and sanitation problems. “It is just another disappointment with Moonbeam,” West Mifflin Councilman Dan Davis said. “There is no good faith in this company to help West Mifflin borough and our residents.”The appeal intensifies the fight between Moonbeam and local officials over the crumbling mall that closed in 2019. Moonbeam bought the struggling retail hub for $10.
