While Nolan's action and sci-fi films can get away with being PG-13, Oppenheimer is drastically different, and can't be anything other than R-rated.
Christopher Nolan is known for his epic action blockbusters, and while their PG-13 ratings posed no problems, Nolan's next movie, Oppenheimer, absolutely needs to be R-rated. The celebrated filmmaker is known for pushing the envelope of action movies, both in terms of spectacle and story.
As a result of aiming for a PG-13 rating, Dunkirk failed to truly depict the terrors of war as well as other movies in the genre. Recent movies like All Quiet on the Western Front have done a much better job of representing how distressing and frightening a war situation can be, whereas Dunkirk pulled its punches. Oppenheimer could make up for where Dunkirk fell short and show the true horrors of war in full R-rated fashion. The events of World War II influenced the U.S.
Oppenheimer's life was also full of grief far too mature to be told in a PG-13 story. Among the characters confirmed for Oppenheimer, Florence Pugh is playing Jean Tatlock, who had an intimate relationship with the scientist, but took her own life at a time when she was under surveillance by the FBI. A PG-13-rated Oppenheimer story would need to dramatically tone down these important details.
