It came after the government indicated that they could bring back the meaningful vote a third time on Friday.
Mr Barclay said: "In order to maximise our ability to secure that approval the Government will, later today, table a motion for the House to sit this Friday." Responding to Mr Bercow's statement, a Government source said the Speaker was "making it up as he goes along".
