The European Commission has said that UK negotiators raised the issue of an all-Ireland animal health and agrifood regime as a potential solution to the backstop problem last week, in particular how any such solution could "involve the agreement of Northern Ireland."
She declined to comment on reports that both the all-island SPS regime and a return to the Northern Ireland-specific backstop were being discussed as ways to break the deadlock. The Irish government has said the idea of an all-island SPS zone would not be sufficient to replace the backstop, but has said it is open to the idea of going back to the original Northern Ireland-only backstop.
