The proposals before Cabinet seek to ensure that Tusla has the necessary powers to address cases where there is serious non-compliance by early learning and childcare services

Minister for Children Roderic O'Gorman will seek Government approval to strengthen the enforcement powers of the Tusla Early Years Inspectorate.

There is also a plan to change the legal status of childminders. This would mean that childminders would no longer be exempt from regulations which is currently the case under the Child Care Act. Separately, the Minister for Health will ask the Government to establish a group to examine the rising cost of health-related claims.They have gone up by €385.7m - from €75.3m in 2010 to €461m in 2021 - with a further 20% increase projected for 2022.

The interdepartmental group will produce a final report for the Minister for Health within nine months of its first meeting.Meanwhile, Minister for Social Protection Heather Humphreys is expected to tell the Cabinet today that the State's Social Insurance Fund had recorded a surplus of over €2bn by the end 2022.

She will confirm that expenditure on jobseekers' payments was almost €50m below target due to the fact that the live register reached a record low. Mícheál Martin is expected to say that the anniversary programme is an opportunity to point out the success of the GFA; to underline that its vision and values are at the core of the ongoing journey of peace and reconciliation.As co-guarantor, the Government plans a series of events to mark the anniversary, both on the island of Ireland and abroad.
