Today's selection of newly released State papers features discussion about how to house refugees fleeing war in Europe, debate about British attitudes to the European Union, and how to get all-party institutions in the North up and running

Sometimes, the more things change, the more they seem to stay the same.

The talk about getting political institutions in the North up and running dates from the mid to late-1990s, when the problem was not Brexit and the Protocol, but IRA decommissioning. According to the newly released Irish document,"the speculation in the Northern Ireland Office is that McGuinness was not free to come to an agreement on his own authority" and that"the obstacle for McGuinness was not Gerry Adams" - implying that others in the Republican movement were calling the shots, as it were.

Adams was making the point that while Sinn Féin was seeking to move the political situation forward, the IRA"tended to have absolute demands". He added:"The IRA tended to pitch hard, whereas Sinn Féin were content with a gradualist strategy." The Sinn Féin delegation noted that the criticism arose from the success in maintaining the confidentiality of the meetings.

He pointed out that the cost of hosting the 178 refugees who had already arrived was around £1m in 1992, and would be more the following year, and that"an additional influx of 200 refugees would have significant ongoing financial implications..."
