Risky behaviour around rowing activities on the River Corrib in Galway, which had gradually become more acceptable over time, resulted in a near fatal incident last year in which ten novice rowers capsized and two rowing boats were lost, according to an official report.

An investigation by the Marine Casualty Investigation Board said it seemed the potential severity of the situation or the likelihood of a repeat outcome had not been appreciated despite a history of previous similar incidents at the location.

The two vessels, which were crewed by seven women and three men all aged in their late teens or 20s, capsized after colliding into the weir's safety booms. MCIB investigators concluded the main incident was due to a combination of factors including unsuitable weather and river conditions, inadequate trip planning and safety systems and unsuitable rules of the river and weir safety booms.

Investigators found that the club's two boats were out near the centre of the river as they were coming downstream heading towards the club's boathouse near the Salmon Weir in order to avoid a collision with a boat belonging to Coláiste Iognáid Rowing Club.They were subsequently unable to divert their course away from colliding into the weir's safety booms.

They were also informed of at least five previous incidents involving recreational boats in distress at or near the Salmon Weir.It also noted that six danger areas identified on the rules of the River Corrib did not include the Salmon Weir.
