City authorities said the celebrations were "not viable in this pandemic scenario, without a vaccine."

The national average is 406 deaths per million residents, but in the state of Rio it reaches 733 per million, with an even higher 860 per million in the metropolitan region.Earlier this month some of Rio's biggest samba schools said they will not participate unless a vaccine is widely available. The spread of the pandemic continues to accelerate and more than five million cases have been declared since 1 July.

At the top of the list is convalescent plasma - blood plasma taken from Covid-19 patients which contains antibodies that could protect against the disease. Thousands of people are given a drug, thousands of others receive a placebo, and the results are compared to determine efficacy. "It's really bad because it's just come all of a sudden, it's not given very much time to prepare so everyone is now panicking," said Emily Harrison, from Essex, who was taking a flight to London and faced the prospect of having to self-isolate for two weeks.

But it has seen a surge of cases in the last few weeks, prompting most regions to impose rules for masks to be worn everywhere and, in several areas including Barcelona, calls for people to stay at home.
