The North currently has one of the lowest ages in Europe at which a child can be criminally prosecuted, at 10 years. In the Republic, it is 12.
“This has been in discussion for 10 years or more with the Department of Justice and beyond,” he told The Irish Times. “I’m sure the weight of the consultation responses will be for significant change. It’s long been recognised that children need special protection under the law; that’s why we have the UN Committee on the Rights of the Child. But the UK – and the Republic of Ireland for that matter – are out of step in terms of the clear recommendations around minimum age [at 14] of criminal responsibility and liability.
Those aged 10-15 account for 42 per cent of under-18s placed in custody in Woodlands juvenile justice centre in Bangor.
