Tougher penalties considered for those who start fires after Killarney park blaze

S.2 of the Criminal Damage Act 1991 already provides that someone guilty of causing damage by fire (arson) can be imprisoned for life. What additional penalties does the Minister have in mind? More pertinent question: is a criminal investigation into the Killarney fire underway?
